Employer Legislative Committees (ELCs), established by the New Jersey Business & Industry Association in 1959, are independent, local organizations representing all 21 counties. ELCs meet monthly for breakfast or lunch. These meetings take no longer than 90 minutes, and offer you a unique opportunity to meet with your local legislators and network with your colleagues while learning about issues affecting your business. Dr. Roger Cohen
BIO
Dr. Roger Cohen is the Director of Revenue and Economic Analysis in the Office of the New Jersey Chief Economist. Since September 2012, Dr. Cohen has also served as New Jersey’s Assistant Treasurer for Tax Policy and Revenue Analysis. Between 1986 and 2010, he held senior positions in New York State Government, including Deputy Director of the Legislative Tax Study Commission, Director of Fiscal Policy for the New York Senate Democratic Conference, and Director of the Data Resources Division of Tax Enforcement in the New York State Tax Department.
While at the Tax Study Commission, he was the economic architect of the landmark Tax Reform and Reduction Act of 1987. Later, as Director of Fiscal Policy for the State Senate Democratic Conference, he authored the annual Economic and Revenue Report, which was cited by the State Comptroller for its forecast accuracy. At the New York Department of Taxation and Finance, he directed a team whose projects significantly lowered the cost of tax processing and raised the level of tax compliance.
Dr. Cohen has taught at the State University of New York, the University of Mississippi, North Carolina State University and the University of North Carolina. He earned his Ph.D. in Public Finance Economics from the University of North Carolina and a Bachelor's degree from the University of Michigan.
